Dubai tops the list with extensive digital infrastructure, high-speed internet, and the world’s most intense CCTV surveillance (88.5 cameras per 1,000 people). Shanghai follows, excelling in digitized transport infrastructure and pollution monitoring—but as a city in a country with heavy government oversight, is digitalization empowering its citizens or tightening control?
Meanwhile, Stockholm stands out in Europe for its digitized transport infrastructure (score: 70), the highest among European cities. It also ranks 15th globally in internet speed, placing it among the most connected cities worldwide. However, its pollution monitoring (57.8) is below the top 10 average, raising questions about whether it is investing enough in smart environmental solutions.
Compared to cities like Amsterdam (55.3) and Barcelona (53.3), which lead in digital nomad accessibility, Stockholm offers a strong balance between technological advancement and quality of life. Yet, it still ranks lower in public Wi-Fi availability and digital public service integration than its European counterparts.

ZeroBounce’s report highlights how digital infrastructure enhances public transport, governance, and security. However, a clear trend emerges: the most digitized cities also have the highest levels of surveillance.
